About this opportunity
The Louisville Metro Government's Cabinet for Economic Development is issuing Request for Proposals (RFP 260159) for the design, deployment, and hosting of a searchable, dynamic affordable housing database accessible through a subdomain of louisvilleky.gov. This procurement seeks a vendor to create a comprehensive platform enabling low- and moderate-income residents to locate all affordable housing units within Louisville-Jefferson County Metro while integrating code enforcement data from the city's Accela platform to display habitability information, outstanding violations, and maintenance issues. Key deliverables include a searchable database with customizable property listing fields supporting photos and videos, links to maps and property manager contact information, monthly data backups, and monthly product support with a defined Service Level Agreement. The database must list all affordable housing units at no cost to the city, users, and participating landlords, though market-rate properties may be charged reasonable, transparent fees approved by the city. Evaluation criteria are weighted equally at 20 points each across five domains: searchability of units, integration with code enforcement capabilities, product support for Louisville-Jefferson County Metro Government (LJCMG) and users, customizable site functionality, and marketing of the site to property owners and landlords. Proposals must be submitted through the Bonfire web-based portal at https://louisvilleky.bonfirehub.com/opportunities/219372 by February 9, 2026, at 3:00 p.m. EST, with a question-and-answer period open from January 30, 2026, at 12:00 p.m. EST through February 5, 2026, at 3:00 p.m. EST. Required qualifications include compliance with web accessibility standards (WCAG 2.1 Level AA), maintenance of professional liability insurance of at least $1,000,000 per occurrence with $2,000,000 aggregate, and successful completion of the vendor's Information Security Questionnaire or submission of a SOC2 audit report.
This procurement includes affirmative action and disadvantaged business enterprise requirements, with vendors required to submit Good Faith Efforts documentation demonstrating outreach to minority business enterprises (MBE) at 15 percent goal, female business enterprises (FBE) at 5 percent goal, and historically Black business enterprises (HBE) at 0.5 percent goal. Vendors must also complete and submit multiple certifications including the Acknowledgements & Preference Application form, which offers options for Minimum Wage Preference (confirming all full-time employees earn at least $10.10 per hour) or Local Vendor Preference, along with compliance certification under Louisville Metro Codified Ordinance Section 112.30 regarding ban-the-box hiring practices for individuals with prior criminal convictions. Vendors must submit a W-9 form executed within the last six months, a Vendor Information Form documenting ownership status and applicable business certifications (MBE, WBE, DIBE, LGBTBE, VOSB, Service-Disabled VOSB), and detailed proposal documentation in PDF format with a maximum file upload size of 1,000 MB. No specific incumbent vendor or award value has been identified in the solicitation documents, and the city reserves the right to make an award or no award based on this solicitation. The contract period may extend for one or multiple years under a single agreement, with the city retaining authority to negotiate with reasonably susceptible proposers and conduct detailed reference checks prior to award.

Louisville Metro's Cabinet for Economic Development is seeking proposal for a searchable database of affordable housing in the city. The database will allow low-and moderate-income members of the community to find all of the affordable units within Louisville Metro in one place. The system should allow code enforcement data to be entered so citizens know if there are outstanding code violations with the landlord and property as well as safety or maintenance problems in the units, as well as be free to the city, the affordable housing users and affordable housing landlords who wish to list their units on the platform.
