About this opportunity

The Metropolitan Water District of Salt Lake & Sandy (Metro Water) is issuing an Invitation for Bid (IFB) for the procurement of liquid oxygen to support water treatment operations at two facilities in Salt Lake County, Utah. The LCWTP requires an estimated 28,000,000 Standard Cubic Feet (SCF) annually with two 21,000-gallon storage tanks (one in service), while the POMWTP requires approximately 4,000,000 SCF annually with one 13,000-gallon storage tank. Liquid oxygen will be delivered via tanker truck in bulk loads of approximately 500,000 SCF to both treatment plant locations, with the successful bidder required to meet NSF/ANSI Standard 60 and AWWA Standard B304 specifications, including minimum purity greater than 99.0%, dew point of minus 80F or less, total hydrocarbon content not exceeding 25 ppm, and water content less than 7.8 ppm. Bidders must submit sealed bids through Utah Public Procurement Place (U3P) by 9:00 a.m. on Tuesday, February 3, 2026, with pricing submitted on Exhibit C in U.S. dollars per 1,000 SCF for bulk liquid oxygen delivery, with all prices remaining fixed throughout the contract term and all-inclusive of materials, labor, transportation, fuel surcharges, demurrage, delivery, telemetry, and certification. The contract term is one year, effective March 1, 2026, through February 28, 2027, with no renewal options specified, and the successful bidder will be the lowest responsible and responsive bidder as determined through evaluation of sealed bids. Suppliers must provide recent certificates of analysis, evidence of NSF/ANSI 60 certification, descriptions of raw material sourcing and manufacturing processes, and maintain comprehensive insurance coverage including General Liability ($2,000,000 per occurrence/$3,000,000 aggregate), Automobile Liability ($2,000,000), and Workers' Compensation at statutory limits, with Metro Water named as an additional insured.

The IFB does not identify any set-aside designations or restrictions on organizational types eligible to respond, and no incumbent vendors or current contractors are referenced in the available documentation. Metro Water owns all liquid oxygen storage tanks and is exempt from sales, use, and federal excise taxes. The contract is non-exclusive, allowing Metro Water to source product from alternative suppliers at its discretion, and Metro Water reserves the right to reject any or all bids and to cancel the agreement with 30 days' notice or terminate immediately for cause with three days to cure. The successful bidder must execute Metro Water's Sample Agreement without modification. No specific award value or budget range is provided in the IFB; however, the anticipated volume of 32,000,000 SCF annually across both facilities provides a basis for estimating potential contract value depending on submitted pricing per 1,000 SCF.

City Public Utilities Department, and others. Metro Water owns and operates two (2) water treatment plants, the Little Cottonwood Water Treatment Plant (LCWTP) and the Point of the Mountain Water Treatment Plant (POMWTP), (collectively called the Treatment Plants). The Treatment Plants have full conventional treatment. Liquid oxygen is used during on-site production of ozone gas. Ozone gas acts as a primary disinfectant in the treatment process and also provides positive aesthetic benefits in the finished water. Both Treatment Plants have different volume requirements for liquid oxygen. Some physical differences between Treatment Plants exist with respect to the storage and use of liquid oxygen. The LCWTP has two (2) 21,000-gallon storage tanks; one (1) tank is in service. The POMWTP has one (1) 13,000-gallon storage tank. All liquid oxygen tanks are owned by Metro Water.
