About this opportunity

Broward County is seeking an open-end contract for the purchase of liquid carbon dioxide and monthly rental of storage tanks for its Parks and Recreation Division, with potential usage by other county agencies. The procurement specifically requires vendors to supply liquid carbon dioxide for pH control in public swimming pools at four locations: CB Smith Park, Central Broward Regional Park, Topeekeegee Yugnee Park, and Mosquito Control. Vendors must provide bulk storage tanks ranging from 400-750 pounds capacity, complete with fillbox fittings, regulators, and safety valves, and deliver product between 8:00 a.m. and 3:00 p.m., Monday through Friday, within ten calendar days of purchase order receipt. Monthly usage varies by location from 1,667 to 3,083 pounds of liquid carbon dioxide, with vendors required to provide 24/7 emergency service repair and immediate service contact. The solicitation requires electronic submission through BPRO by September 5, 2025, with questions accepted through the system prior to the due date, and award will be made to the lowest responsive, responsible bidder based on total bid price.

The contract opportunity includes several procurement preferences and set-aside designations, with specific advantages for Small Business Enterprises (SBE) and County Business Enterprises (CBE) through Broward County's Office of Economic and Small Business Development. Certified SBE and CBE vendors within 10% of the lowest bid may match the bid and be recommended for award, providing competitive advantages to local businesses. Vendors must complete multiple compliance documents, including a Domestic Partnership Act Certification, Anti-Human Trafficking Affidavit, Location Certification, and Ownership Disclosure form. Insurance requirements are stringent, mandating comprehensive coverage including $1,000,000 in General Liability, $1,000,000 in Auto Liability, and statutory Workers' Compensation limits. While no specific contract value is explicitly stated, the open-end contract structure suggests flexibility in potential spending, with an initial two-year period and options for three additional one-year renewals. Vendors must demonstrate compliance with local, state, and federal regulations, including E-Verify registration and adherence to the county's Procurement Code.
