About this opportunity
Guadalupe County, Texas is requesting competitive sealed bids for liquid asphaltic materials under IFB 27-03, with bids due November 5, 2026 at 2:00 PM CST. A local-vendor preference applies where a local bidder's price falls within three percent of the lowest bid received.
The scope covers nine categories of asphaltic products: HFRS-2 High Float Emulsion, CHFRS-2P Cationic High Float Rapid Set Polymer, CRS-2, CRS-2P, AEP Emulsion, AC-5 Asphalt Cement, AC-10 Asphalt Cement, SSI Water Soluble, and Emulsified Asphalt per Special Specification 3028. Estimated quantities for 2027 include 210,000 gallons of CHFRS-2P, 30,000 gallons of CRS-2, and 20,000 gallons of AEP Emulsion; remaining products are supplied on a needs basis with no guaranteed minimums. All materials must be delivered within 24 hours of order placement during business hours (7:30 AM to 4:00 PM), with Friday orders deliverable by the following Monday, and at specified temperatures meeting detailed technical specifications subject to third-party testing at the vendor's expense if non-conforming.
Pricing must be submitted on a per-gallon basis as either delivered or county pick-up price, with all charges including delivery, loading, and unloading incorporated into the unit price. The County considers 4,000 gallons a full load and does not accept short-load charges for quantities at or exceeding this threshold. No demurrage charges, minimum purchase obligations, or additional fees beyond the stated per-gallon price are permitted.
The contract period runs January 1, 2027 through December 31, 2027. The County will award to the lowest responsible bidder. Questions are due October 22, 2026 at 2:00 PM CST. Bids must remain valid for 90 days following opening. The successful bidder must provide $1,000,000 in general liability and automobile liability insurance, maintain Texas business licensing, complete W-9 and Form 1295 filings, and certify compliance with boycott and sanctions restrictions under Texas Government Code.
