About this opportunity

The City of Austin is requesting bids on liquid aluminum sulfate (alum) for use at Austin Water's wastewater treatment facility under IFB 2200 CSH1061, with bids due August 25, 2026 at 2:00 PM CT and questions due August 10, 2026 at 5:00 PM CT. Local business and small business preferences apply: a 5% discount for local businesses with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties) on bids up to $500,000 and 3% on bids between $500,000 and $50 million; small business preference discounts mirror these rates and may be combined if an offeror qualifies for both categories. Participation in either preference program is optional.

The alum must be unpackaged liquid aluminum sulfate at 47%–49% concentration, delivered FOB destination, prepaid and allowed, to remove soluble phosphorus from the mixed liquor stream at the end of the activated sludge process. The estimated annual quantity is 179,200 gallons. Bidders must demonstrate manufacturer or authorized dealer/reseller status, maintain a minimum inventory of 9,000 gallons at each distribution location, and identify a primary distribution facility within 500 miles of Austin and an alternate facility with dedicated storage volumes specified. Product must be NSF-approved and comply with AWWA B403 standards. Bidders must provide three current municipal wastewater treatment references from Texas facilities currently using the offered product and submit a certified Certificate of Analysis, Safety Data Sheet, Federal Department of Transportation number, and proof of NSF approval.

Unit pricing must remain firm for 12 months; thereafter, price adjustments may be requested on the anniversary date, not to exceed 25% for any single line item, based on changes in the Producer Price Index for chemical product manufacturing. All offers must be submitted electronically through Austin Finance Online. Contractors must carry Workers' Compensation, Commercial General Liability (minimum $500,000 per occurrence), and Business Automobile Liability (combined single limits of $500,000 per occurrence), with the City named as additional insured. All awarded contractors must complete City of Austin Wage Theft Training within 30 days of award. No MBE/WBE subcontracting goals apply; subcontractor use requires prior City approval.
