About this file
This is a Small Business Preference submittal form for the City of Austin, Texas, applicable to the Liquid Aluminum Sulfate contract opportunity. The form provides instructions for offerors to voluntarily identify themselves as recognized Small Businesses to participate in the City's Small Business Procurement Program, which is designed to encourage small business participation and increase contracting opportunities. Offerors meeting the specified criteria may complete the form and include it with their offer, though participation is optional. The program provides incentives for both Small Business Primes—businesses that are themselves certified as small businesses and eligible for full preference—and Small Business Subs—non-small businesses that partner with one or more certified Small Business subcontractors meeting a minimum 5 percent of total contract value threshold and eligible for partial preference.
The City defines Small Businesses as persons or corporate entities holding recognized certifications that comply with the U.S. Small Business Administration's Small Business Size Standards. Offerors must certify their small business status and provide the certifying entity name, acronym, certification number, and expiration date, or alternatively disclose use of Small Business subcontractors and submit a completed Subcontracting Plan. The City reserves the right to request additional information to confirm certification status and may contact certifying entities for verification. Misrepresentation of certification status or subcontractor certifications may result in withholding of preference, disqualification from the contract as non-responsible, or contract voidance if discovered after award. A complete list of recognized certifications is available on the City of Austin's website.
