About this opportunity

The City of Bloomington, Illinois is soliciting sealed bids for the Lincoln Garage 2022 Maintenance Repairs project (Bid #2023-01) through the ProcureNow e-Procurement Portal. The procurement seeks comprehensive maintenance and repair services for the multi-level Lincoln Parking Structure located at 120 Main Street, involving extensive concrete repairs across five floor levels. Specific deliverables include partial and full-depth floor repairs, column and beam repairs, stair nosing repairs, floor drain replacements, expansion joint preparations, and traffic topping applications. The project requires systematic structural interventions such as removing deteriorated concrete, applying corrosion inhibitors, installing supplemental steel reinforcement, performing epoxy crack repairs, and implementing fiber-reinforced polymer strengthening techniques. A non-mandatory pre-bid meeting and site visit was conducted on May 16, 2022, at 10:00 am, with bids due electronically by May 27, 2022, at 2:00 pm CST. The anticipated contract award date is June 13, 2022, with all work to be completed by December 31, 2022.

The contract includes provisions for local preference, potentially favoring bidders with a physical presence in McLean County and employing at least two full-time local employees. The City emphasizes equal opportunity employment practices and requires compliance with non-discrimination guidelines. While no specific total project budget is explicitly stated, the detailed work item table indicates significant scope, including 500 square feet of tee stem full-depth repairs, 260 square feet of beam repairs, 5,000 square feet of vehicular traffic topping, and 16 floor drain replacements. Insurance requirements are comprehensive, mandating minimum coverage levels for general liability, workers' compensation, and automobile liability. The procurement is structured as a unit price contract, allowing for precise measurement and payment of individual work items. Contractors must provide detailed submittals, quality control plans, and warranty information, with an emphasis on precise installation techniques and material compatibility. The project aims to restore the parking structure's structural integrity and functional surfaces while maintaining its operational status throughout the repair process.
