About this opportunity
The Florida Department of Law Enforcement is requesting information on a single-source procurement for maintenance and technical support services for its Laboratory Information Management System and associated modules, with responses due October 27, 2026. The single-source intent identifies Porter Lee Corporation as the intended sole vendor, justified on the grounds that the LIMS software is proprietary to Porter Lee and only Porter Lee can provide comprehensive end-to-end support.
The LIMS provides evidence tracking, inventory, and auditing capabilities across multiple forensic disciplines including Biology, Firearms, Chemistry, and Toxicology. The scope covers maintenance and support for the existing LIMS platform plus eight acquired modules: the Evidence Management System, Radio Frequency Identification System, Criminal Evidence Intake Module, .Net LIMS System, Toxicology Automation Module, Prelog v2, Android Software for Custody Transfer and Inventory Modules, and Biology Automation Module. Support services include preventive maintenance, remedial maintenance, configuration management, system administration, performance tuning, system upgrades, and programming. The system is critical to maintaining FDLE's regional laboratory forensic accreditation standards.
The estimated contract value is $871,512 over a three-year term. The original LIMS was acquired through competitive solicitation in 2007. Porter Lee Corporation is located in Schaumburg, Illinois. The single-source notice was posted in accordance with Florida Statutes sections 120.57(3) and 287.057(3) and will remain posted for a minimum of 15 business days. Inquiries should be directed to Savanna Redding at (850) 410-7316 or FDLEOGSContracts@fdle.state.fl.us.
