About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for maintenance and technical support services of its Laboratory Information Management System (LIMS). The FDLE seeks to procure three years of maintenance and support services for its existing LIMS and associated modules, including the Evidence Management System, Radio Frequency Identification System, Criminal Evidence Intake Module, .Net LIMS System, Toxicology Automation Module, Prelog v2, Android Software for Custody Transfer and Inventory Modules, and Biology Automation Module. The LIMS provides evidence tracking, inventory, and auditing capabilities across multiple forensic disciplines including Biology, Firearms, Chemistry, and Toxicology. The posting date for this single source purchase notice is October 6, 2026, with the last day for receipt of information from prospective vendors set for October 27, 2026. The notice was posted in accordance with Sections 120.57(3) and 287.057(3) of the Florida Statutes and will remain posted for a minimum of 15 business days.
The estimated dollar amount for this three-year contract is $871,512.00. The FDLE has identified Porter Lee Corporation, located at 1901 Wright Blvd., Schaumburg, Illinois 60193, as the intended single source vendor. The justification for single source acquisition is that the LIMS software is proprietary software developed and owned exclusively by Porter Lee Corporation, which is the only firm capable of providing comprehensive end-to-end support, including preventive maintenance, remedial maintenance, configuration management, system administration, performance tuning, system upgrades, and programming. The original LIMS system was acquired through competitive solicitation (RFP B1011) in 2007. The contract was approved by Julia Lycett (Chief of General Services), Joey Hornsby (Director of Information Systems Services), and Roshale Gaytmenn (Director of Forensic Services). Contact for inquiries is Savanna Redding at (850) 410-7316 or FDLEOGSContracts@fdle.state.fl.us.
