About this opportunity
The West Virginia Adjutant General's Office is procuring one new pull-type lime and fertilizer spreader for the Patriot Gardens Apple Project through an Agency Request for Quote (ARFQ 0603 ADJ2100000008) issued on April 5, 2021. The equipment must be a 2020 model year or newer Stolzfus WLS 50 or equivalent model in new, unused condition, to be delivered to the Patriot Gardens facility in Summersville, West Virginia. The specified spreader must meet comprehensive technical requirements, including a maximum 5-ton load capacity, PTO shaft operation at 540 RPMs, dual rear spinners with hydraulic or PTO drive, 2 spring suspension axles with 64-inch center wheel track, 11L x 15 8-ply tires, a 24-inch wide slat-style conveyor with 53-degree slope capability, and the ability to spread fertilizer at rates as low as 125 pounds per acre, with a unibody fully welded structural steel frame and minimum 7-gauge steel pan. Vendors proposing an "or equal" model must submit complete technical specifications and documentation for evaluation. The bid opening is scheduled for Monday, April 19, 2021, at 10:00 AM, with technical questions due by April 12, 2021, at 9:00 AM. All bids must be submitted electronically through wvOASIS or in sealed form to the agency by the deadline, with pricing entered on the provided Exhibit A pricing page, and delivery must occur within 45 calendar days of purchase order receipt on an F.O.B. destination basis with all shipping fees included in the bid price. Award will be made to the responsive vendor offering equipment meeting all specifications at the lowest total bid price.
There are no specific set-aside designations for disadvantaged enterprises mentioned in the solicitation documents; however, all vendors must comply with the West Virginia Purchasing Affidavit requirements, certifying they are not in default on monetary obligations exceeding one thousand dollars and meet all financial and compliance requirements. Vendors must be registered with the West Virginia Purchasing Division, comply with all applicable state and federal laws, and provide Commercial General Liability Insurance of at least $1,000,000 per occurrence and Automobile Liability Insurance of at least $1,000,000 per occurrence, with the West Virginia Adjutant General's Office named on the policies. Vendor pricing must be firm for the life of the contract, with payment permitted only in arrears following delivery and acceptance of goods. No mandatory pre-bid meeting is required, and no incumbent vendors or current contractors are identified in the solicitation documents. The contract is designated as a one-time purchase with a contract term running from award document issuance until all goods have been delivered, not to exceed one fiscal year. No specific budget range or award value is disclosed in the available documentation; vendors must submit their proposed pricing as part of the bid response on the pricing exhibit.
