About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Kentucky Transportation Cabinet (KYTC) Office of Highway Safety, issued Request for Bid (RFB) 758 2000000367 seeking the procurement of two (2) Traffic Safety Checkpoint Trailer Light Towers designed to enable law enforcement agencies to conduct nighttime traffic safety checkpoints. The light towers must meet specific technical requirements including aluminum construction with stainless-steel shafts, dimensions of approximately 12"H x 47"W x 34"D when nested and 87.5"H x 52"W x 34"D when fully upright, six FRC Spectra 220-watt LED lights capable of producing 20,000 lumens per light, electric operation on 120 VAC, two-stage articulating design with 360-degree rotation capability, wireless and corded remote controls, and NFPA 1901 compliance. Delivery is included in the bid price and must be provided to the KYTC Office of Highway Safety at 200 Mero Street, 4th Floor, Frankfort, Kentucky. The solicitation was originally issued on January 6, 2020, with subsequent addenda issued on January 7 and January 13, 2020, and the final bid closure date was January 21, 2020, at 1:30 PM. Vendors were required to submit written questions by January 10, 2020, at 10:00 AM. Award determination was to be made on a best value basis using a ranking approach allocating 90 points to price and 10 points to delivery time, for a total of 100 points, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis and delivery timeframes specified in working days with a one percent daily deduction from invoices for each day the delivery deadline is missed.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries and entities serving individuals with disabilities, are eligible for reciprocal and preference scoring. A Command Light Knight Series LED Light Tower, model KL415A-FS, is identified as meeting the specifications, but approved equal products may be submitted with descriptive literature for evaluation and equality verification; bidders proposing alternate brands or specifications that fail to provide sufficient descriptive literature may have their bids deemed non-responsive. All bidders must submit signed solicitation documents, completed bid information forms reflecting best price and delivery terms, Kentucky tax registration applications, and required affidavits to avoid non-responsive designation. The solicitation incorporates all terms and conditions outlined in Attachment A, which specifies that all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date and that vendors must bid all line items. The resulting contract shall be subject to termination with 30 days' notice by either party and may be canceled if responses exceed available funding. Interested vendors should contact Keith Srutowski at 502-564-7007 for additional information, and bids should be submitted to the Finance Office of Procurement Services Bid Clerk at 702 Capitol Avenue, Capitol Annex Room 095, Frankfort, Kentucky 40601. No specific budget range or award value was detailed in the available solicitation documents.
