About this opportunity

The North Texas Municipal Water District (NTMWD) is soliciting sealed bids for an annual contract to provide lifting equipment inspections, maintenance, and repair services through Request for Bid (RFB) No. 26-098-B, with bids due by March 5, 2026, at 2:00 PM Central. NTMWD intends to award multiple contracts and request quotes for individual jobs on an as-needed basis throughout the contract period. The procurement encompasses comprehensive services for approximately 247 pieces of lifting equipment distributed across 23 locations spanning nine counties within the NTMWD service area, including annual equipment testing and certifications, detailed asset inventory assessments with photographic documentation, load testing, safety inspections, maintenance and repair reports, equipment evaluations, site evaluations, removal and installation of crane equipment, transport and delivery services, repair and replacement of equipment and parts, preventative maintenance, and 24-hour emergency repair services available 365 days per year. The equipment inventory includes overhead cranes (single girder, double girder, gantry, and monorail systems), hoists ranging from 1 to 65 tons capacity with maximum heights of 75 feet, and associated lifting equipment from manufacturers such as Kone, OMI, Pro-Serve, Detroit, R&M, and Yale, operating in both indoor and outdoor environments at wastewater treatment plants, water treatment plants, pump stations, and technical service facilities. Contractor personnel performing inspections must hold National Commission for the Certification of Crane Operators (NCCCO) certification, and contractors must demonstrate adequate financial resources, satisfactory performance records, integrity and ethical standards, and ability to meet delivery and completion schedules. Pricing will be evaluated based on six hourly labor rate categories for equipment inspection, preventative maintenance, corrective maintenance at regular time, overtime, emergency, and holiday rates, with mileage and additional pricing elements excluded from the lowest bidder determination. A pre-bid meeting is scheduled for February 23, 2026, at 9:00 AM Central via Webex, and bids may be submitted electronically via ntmwd.bonfirehub.com, hand-delivered, or mailed to the NTMWD Procurement Department.

The solicitation does not identify any specific set-aside designations or restrictions on organizational types eligible to respond. The initial contract term is one year with automatic renewal for four additional one-year periods under the same pricing, terms, and conditions unless NTMWD provides 60 days' written notice of termination, resulting in a maximum contract duration of five years, with an option for temporary extension of an additional 90 days from expiration. Pricing must remain firm for a minimum of 90 days from the bid closing date and for the entire initial contract period; for subsequent renewal periods, price adjustments are subject to a Consumer Price Index formula-based methodology for the Dallas-Fort Worth-Arlington, TX area, with adjustments requiring 90 days' advance notice and a minimum of 12 months between adjustments. Insurance requirements include Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $500,000 combined single limit, and Workers' Compensation per Texas requirements with $500,000/$500,000/$500,000 Employer's Liability limits, along with waivers of subrogation and Additional Insured endorsements naming NTMWD. Payment terms are Net 30 for invoices approved by NTMWD submitted with appropriate purchase order and work order numbers, and all prices must include all direct and indirect costs including freight, delivery, and fuel surcharges with no additional charges permitted. No specific budget range or award value is disclosed in the solicitation documents, as estimated annual contract quantities are noted as projections only; NTMWD reserves the right to increase or decrease quantities as necessary based on funding availability and operational requirements, and the contract will be awarded to the lowest responsible bidder(s) meeting all specifications and requirements, with NTMWD retaining the right to compare all bids against State and Interlocal contracts when determining awards.
