The solicitation encompasses inspection, maintenance, troubleshooting, repair, rehabilitation, and replacement services for pumps and associated mechanical, electrical, and control components at multiple lift station locations. Vendors must provide all labor, supervision, tools, equipment, materials, and transportation to service submersible and dry-pit wastewater pumps, including routine preventive maintenance of impellers, seals, bearings, valves, and control systems; pump repair and rehabilitation involving seal replacement, bearing and impeller replacement, motor rewind or replacement, and performance testing; mechanical and piping repairs for check valves, discharge piping, and guide rail systems; electrical and controls troubleshooting and component repair; 24/7 emergency response with a maximum two-hour response time from notification and temporary bypass pumping capability within four hours; and new pump replacement and upgrades with startup, testing, and commissioning. Qualified vendors must demonstrate a minimum of five years of wastewater pump repair experience, employ factory-trained technicians, possess confined space and OSHA safety training certifications, supply OEM or equivalent parts, and provide references from similar facilities. Pricing must be submitted according to a specified structure including hourly labor rates for standard and overtime work, unit pricing for common repairs and rebuilds, pump removal and reinstallation pricing, preventive maintenance pricing, emergency call-out rates, and material markup. All work must meet manufacturer specifications, restore equipment to proper operating condition, include operational testing prior to demobilization, and carry workmanship and parts warranties. The proposal due date is April 6, 2026, with the solicitation posted on March 4, 2026.
The solicitation documentation does not specify set-aside designations, restrictions on organizational types, disadvantaged enterprise requirements, incumbent vendors or current contractors, or specific budget ranges and award values. Additionally, the procurement documents do not identify any existing infrastructure, technology systems requiring integration, dates for questions or clarifications, bidders' conferences, site visits, contract term lengths, or renewal options. Vendors should review the Acknowledgment of Contract Terms form, which requires formal acceptance of Florida Atlantic University's standard Purchase Order Terms and Conditions as a prerequisite to contract participation. Interested vendors must acknowledge these contract terms or submit documented objections and proposed variations for consideration prior to contract execution.
