About this opportunity

The Minnesota Department of Transportation (MnDOT) is soliciting bids to remove, replace, and test two lift pumps at its Rochester Headquarters building, with a mandatory pre-bid meeting on November 6, 2026 and bids due November 16, 2026. Vendors must contact Pete Czaplewski, Purchasing Supervisor, at peter.czaplewski@state.mn.us at least twenty-four hours before the meeting, and responses from vendors that did not attend will be rejected. Written questions are due to Czaplewski by noon on November 6.

Certified Targeted Group (TG), Economically Disadvantaged (ED), and Veteran-Owned (VO) businesses receive a preference of 12 percent of total points available, and eligible DEED/DHS providers receive 6 percent. Non-Minnesota contractors face an 8 percent withholding on cumulative calendar-year payments exceeding $50,000, unless exemption is granted.

The scope covers two ABS XFP080C VX.1 PE35/4 lift pumps rated 4.7 HP at 230 volts, three-phase; five 50-foot normally open suspended floats; two gaskets with 3-inch profiles; and labor for removal, replacement, and testing. Each item is specified "or approved equal," and freight must be included in the bid price. Responders enter unit-line prices directly in the SWIFT Supplier Portal and submit Attachment A (Responder Declarations) and Attachment C (Responder Forms). Bidders registered only as bidders must complete supplier registration before award.

The estimated total contract value is $21,000 to $26,000, which the State does not construe as a minimum or maximum obligation. This is a one-time buy, with work to be completed by January 29, 2027, at the MnDOT Rochester Headquarters building at 2900 48th Street NW, Rochester, Minnesota. Bid prices remain firm for 180 days unless the State approves otherwise. Responders may offer prompt-pay discounts ranging from 1 to 5 percent or Net 30 terms.

MnDOT will award to the lowest responsible bidder meeting all specifications and terms and conditions. The State may award items separately, by group, or in total, and may reject any or all responses or cancel the solicitation. Responders may not submit trade secret information as defined by Minnesota Statute 13.37.
