About this opportunity

Hillsborough County is pursuing a sole source procurement with Howmedica Osteonics Corp. d/b/a Stryker Sales, LLC for a two-year maintenance agreement for the Fire Rescue Department's medical equipment. The procurement specifically covers manufacturer-authorized maintenance and repair services for existing LifePak 15 cardiac monitors/defibrillators and LifePak 1000 Automated External Defibrillators (AEDs), along with the purchase of additional AEDs and accessories. The contract is being awarded under Section 3-205(e) of the County's Procurement Policy, with Stryker recognized as the exclusive provider authorized to perform inspection, maintenance, and repair services for LifePak devices in the United States. Potential contractors who believe they can provide substantially similar goods or services must submit challenges through the EUNA Procurement platform by September 8, 2025. The county emphasizes that only the original equipment manufacturer can ensure equipment compatibility, preserve warranty protections, and maintain compliance with manufacturer specifications. Challenges must provide clear and convincing information to support an alternative to the intended award.

The procurement is explicitly a sole source contract, which significantly restricts competitive bidding and limits potential respondents to Stryker as the authorized manufacturer. No specific set-aside designations for disadvantaged enterprises are noted in the procurement documentation. The total contract value is $513,987.10, covering maintenance services and additional equipment purchases. The contract is exclusively for Stryker's LifePak medical devices, with no provisions for alternative vendors or third-party service providers. The county emphasizes that attempting to engage non-authorized vendors would void warranties, potentially compromising equipment reliability and creating unacceptable risks to public safety. The procurement targets the existing inventory of medical equipment used by the Hillsborough County Fire Rescue Department, with a focus on maintaining critical life-saving technology. The two-year contract duration provides a stable procurement approach for essential medical equipment maintenance and replacement.

Opportunity text

Hillsborough County intends to recommend the award of a sole source procurement to Howmedica Osteonics Corp. d/b/a Stryker Sales, LLC (Stryker) for a two (2) year contract at a total cost of $513,987.10 for the Fire Rescue Department. This Procurement is for manufacturer-authorized maintenance and repair services for the County's existing inventory of LifePak 15 cardiac monitors/ defibrillators and LifePak 1000 Automated External Defibrillators (AED), as well as the purchase of additional LifePak 1000 AED's and accessories. Stryker is the exclusive provider authorized to perform inspection, maintenance, and repair services on LifePak devices in the United States. No third-party vendor is permitted to sell these products or provide these services, and any attempt to do so would void warranties, compromise equipment reliability, and create unacceptable risks to public safety. This Procurement is being made in accordance with Section 3-205(e) of the County's Procurement Policy, as Stryker is the original equipment manufacturer (OEM) and the sole source authorized to sell, inspect, maintain, and repair LifePak devices. Only the OEM can ensure compatibility with the County's existing fleet, preserve warranty protections, and maintain compliance with manufacturer specifications. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the "submission" section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
