About this opportunity
City Colleges of Chicago is issuing Request for Proposals (RFP) #NC2608 to procure comprehensive group insurance coverage for employer-paid and voluntary life, accidental death and dismemberment (AD&D), critical illness, and disability insurance products for eligible full-time active employees and retirees. The procurement seeks proposals directly from insurance carriers only; brokers are ineligible. Required deliverables include employer-sponsored group term life insurance with maximum coverage ranging from $5,000 to $180,000 depending on employee classification, employer-sponsored AD&D and short-term disability coverage for Local 1708 employees, and optional voluntary coverage for employees, spouses, and dependent children across all product lines. Proposers must demonstrate qualifications and experience, provide detailed implementation plans and team structures, submit references from higher education or government entities, furnish financial statements for three prior fiscal years, and respond comprehensively to interrogatories addressing general qualifications, administrative capabilities, customer service delivery, claims processing, financial stability, and underwriting systems. The proposed contract term is 36 months with two optional one-year renewal periods, commencing January 1, 2027. Key deadlines include a pre-proposal conference on February 27, 2026, at 10:00 a.m. via Zoom; questions must be submitted by March 4, 2026; intent to submit declarations are due by March 26, 2026; and complete proposals must be submitted by 12:00 p.m. Central Time on March 30, 2026, through the EUNA Procurement System. Evaluation criteria include qualification and experience, implementation plan quality, underwriting services, portfolio performance, price reasonableness, and minority and women business enterprise (MBE/WBE) compliance.
City Colleges of Chicago has established MBE participation goals of 25 percent and WBE participation goals of 7 percent, and all proposers must comply with Mayoral Executive Order 2014-1 regarding minimum wage requirements and the Illinois Prevailing Wage Act. Proposers must maintain comprehensive insurance coverage, including worker's compensation, commercial general liability of $5,000,000, cyber liability of $5,000,000, and professional liability of $5,000,000. The current incumbent vendor is Dearborn Life Insurance Company, and the District requests that proposers match existing plan designs as closely as possible. Proposers must demonstrate Illinois licensure, provide three years of financial stability ratings, and disclose enrollment data for the metropolitan Chicago area, Illinois, and nationwide markets. As of December 2025, the total volume of coverage requested includes $277.97 million in basic life and AD&D, $93.3 million in employee supplemental life coverage, and additional voluntary coverage across multiple product lines, though specific award values or budget ranges are not disclosed in the RFP documentation.
