About this opportunity

The South Dakota Board of Pharmacy (SDBOP) is seeking vendor proposals for a comprehensive licensure and information system replacement, along with website development, through RFP #25-0920900-025. The procurement aims to replace the current licensure, regulation, inspection, and investigation documentation system with a commercially available cloud-hosted solution that supports licensing management for pharmacies, wholesale distributors, pharmacists, pharmacy technicians, and pharmacy interns. Critical system requirements include online licensure application and renewal capabilities, license verifications, complaint tracking, inspection management, and integration with the National Association of State Boards of Pharmacy (NABP) and Bamboo Health. The proposed system must provide real-time database updates, robust security measures including role-based access and multi-factor authentication, and comply with accessibility standards like WCAG2 and Section 508. Key dates for this opportunity include a proposal submission deadline of July 31, 2025, with an anticipated contract start date of June 1, 2026, and a potential five-year contract term ending May 31, 2031.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly stated in the documentation, the RFP mandates strict technology security compliance through the Bureau of Information and Telecommunications (BIT) Information Technology Security Policy. Vendors must undergo background checks, sign confidentiality agreements, and adhere to comprehensive data protection protocols covering administrative asset protection, network access control, and secure handling of sensitive information. The current system infrastructure will require full data migration and integration, with the new solution needing to seamlessly replace existing licensure and documentation processes. Though a specific budget range is not disclosed, the RFP requires vendors to fully itemize all costs, including third-party software licenses, in their proposal submissions. The contract allows for annual renewal at the State's discretion, suggesting potential long-term engagement for the successful vendor who can meet the complex technological and regulatory requirements of the South Dakota Board of Pharmacy.
