About this file

The document is a comprehensive set of responses to offeror questions for Request for Proposal (RFP) #25-0920900-025 issued by the South Dakota Board of Pharmacy (SDBOP). The RFP seeks a new licensure and information system and website development services, with a targeted go-live date of June 1, 2026. The proposed system will replace the current iGov Solutions platform and support licensing management for pharmacies, wholesale distributors, pharmacists, pharmacy technicians, and pharmacy interns. The contract is anticipated to have a five-year term, with approximately 15,000 active licenses processed annually across 8 different license types. Key system requirements include online application and renewal capabilities, license verifications, complaint tracking, inspection management, and integrations with external systems like NABP and Bamboo Health.

The RFP does not specify a fixed budget range, instead requesting vendors to provide detailed cost proposals with flexibility in formatting. The current system environment is web-based, with high-quality data and approximately 30,000 total records to be migrated. The Board expects a cloud-based solution with robust security features, including role-based access and integration with the state's identity management platform. Vendor responsibilities will include data migration, system implementation, training, and potential website development, with the option to subcontract website services. The Board emphasizes the need for a system that can handle various workflow processes, support digital signatures, and provide comprehensive reporting capabilities. Ongoing vendor support is expected, with quarterly system updates at most and specific service level agreement (SLA) response times for post-implementation support.
