About this opportunity
The City of New Haven is requesting proposals for a licensed real estate broker to market and sell three rehabilitated two-family structures at 342, 346, and 350 Grand Avenue as affordable homeownership units, with proposals due September 15, 2026, and a non-mandatory pre-proposal meeting on August 24, 2026. The broker must be personally licensed in Connecticut and deliver all services directly without delegation to agents or representatives.
The properties will target households earning 60–100% area median income, with construction completion expected in February 2027 and pre-sale and occupancy within 30 to 60 days thereafter. The broker's scope includes comprehensive marketing and listing services, buyer outreach and homebuyer counseling referrals, Multiple Listing Service postings, property access coordination, assistance with down payment and closing cost assistance programs, and documentation of buyer readiness and executed contracts. All marketing and sales processes must comply with federal, state, and local affordability and eligibility requirements.
Compensation is performance-based, structured as a percentage-based fee calculated on the sales price of each property and paid at closing from sales proceeds. The initial contract term is one year with one optional one-year extension at the Purchasing Agent's discretion.
Evaluation criteria total 100 points: knowledge of local market and affordability requirements (20 points), broker experience with affordability programs and rapid sales timelines (20 points), regulatory experience with local, state, and federal affordability regulations (20 points), cost reasonableness (10 points), knowledge of down payment and closing cost assistance sources (10 points), proposal completeness (5 points), and New Haven-based business status under Ordinance 2-483 (5 points). A 10-point deduction applies if the broker or associated agents have pending litigation. Cost scoring uses a "reward low cost" methodology: the lowest proposer receives maximum cost points, with other proposers receiving proportionally fewer points based on the ratio of lowest cost to their proposed cost. The City may cancel the solicitation if fewer than two qualifying proposals are received or if the highest-scoring proposal scores below 60.
The broker must carry professional liability insurance of at least $1 million, provide proof of active Connecticut real estate broker licensure, comply with the City of New Haven Living Wage Ordinance, and execute required forms including a notarized Disclosure and Certification Affidavit. Questions are due September 2, 2026, at 5:00 p.m. All proposals must be submitted electronically via the City's OpenGov eProcurement Portal, with technical and price proposals submitted separately and no pricing information permitted in the technical proposal section.
Opportunity text
The City of New Haven as owner/Developer of 342 Grand Avenue (2-Family), 346 Grand Avenue (2-Family) and 350 Grand Avenue (2-Family) rehabilitate the structures into three (3) homeowner occupant structures. The City of New Haven has determined that this corner is a feasible option for affordable/workforce (Affordable/Workforce is 60%-100% AMI) homeownership opportunity with rental. This would anchor this corner and provide much needed homeownership on one of the City's main streets known as Grand Avenue. The City of New Haven has control over all three (3) of these structures due to the collaboration between Fair Haven Health Clinic and the City of New Haven. Construction is expected to be completed by February 2027.
