About this file
This is an evaluation criteria document for the City of New Haven, Connecticut, soliciting licensed real estate broker services for the Fair Haven Homeownership Project involving three rehabilitated residential properties at 342, 346, and 350 Grand Avenue. The City is seeking a broker to facilitate the sale of these structures as affordable homeownership units targeted to households earning 60-100% of area median income (AMI). Construction is expected to be completed by February 2027. An evaluation committee of a minimum of three members, appointed by the ED Deputy Administrator - Housing, will review and score all proposals based on established criteria. The City reserves the right to request additional information, conduct interviews, or negotiate terms prior to award, and may cancel the solicitation if fewer than two qualifying proposals are received or if the highest-scoring proposal scores below 60%.
The evaluation framework allocates 100 total points across eight categories: knowledge of the local New Haven market and affordability requirements (20 points); broker experience with affordability programs and rapid sales timelines (20 points); regulatory experience with local, state, and federal affordability regulations (20 points); cost reasonableness of the proposed broker fee or commission (10 points); knowledge of down payment and closing cost assistance sources (10 points); proposal completeness and clarity (5 points); and New Haven-based business qualification under Ordinance 2-483 (5 points). A deduction of 10 points applies if the broker or associated agents have pending litigation. The City will award the contract to the respondent with the highest overall score that best aligns with program goals, demonstrates strong regulatory knowledge, offers reasonable fees, and provides a realistic plan for achieving rapid pre-sales and occupancy of the affordable units.
