About this opportunity
The State of Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services, is issuing a Request for Proposal (RFP 2026-18) for the removal of electronic shelving and tracks from the Braille and Talking Book Library located in Daytona Beach. The procurement encompasses three distinct phases: removal of electronic metal shelving units, extraction of embedded tracks from concrete floors, and finishing of concrete floors to achieve a smooth surface suitable for future use. The contractor will assume responsibility for all materials, labor, equipment, site cleanup, required permits, and project supervision necessary to complete the work within a 12-month timeframe from contract execution. Prospective bidders must submit two separately sealed packages—Technical and Price Proposals—by February 24, 2026 at 10:00 AM ET to the Florida Department of Education at 325 West Gaines Street, 344 Turlington Building, Tallahassee, Florida 32399-0400. A mandatory site inspection is scheduled for January 29, 2026 at 10:00 AM ET, with the deadline for submitting technical questions set for February 3, 2026 at 4:00 PM ET. Technical proposals will be evaluated on a 90-point scale based on qualifications and experience (35 points), technical approach (35 points), and management plan (20 points), while price proposals account for the remaining 10 points of the maximum 100-point evaluation score, with lowest-priced proposals receiving maximum points and higher bids evaluated proportionally.
Respondents must be authorized to conduct business in Florida and registered on MyFloridaMarketPlace, with no specific set-asides or disadvantaged enterprise restrictions noted in the procurement documents. All proposers are required to provide certificates of insurance with minimum general liability coverage of $1,000,000, submit valid W-9 forms with the Department of Financial Services, and include at least three business references demonstrating comparable project experience. The not-to-exceed contract value is $538,000.00, with payment structured based on deliverables and specified completion milestones outlined in the resulting contract agreement. The contract is not renewable and will commence upon execution. The Department of Education reserves the right to reject any and all proposals and to award based on all or none of the services, or any combination thereof, to the responsive and responsible vendor deemed most advantageous to the state.
