About this file

This is Addendum #1 to Request for Proposal 2026-18 issued by the Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services, for the removal of electronic shelving and embedded concrete tracks from the Braille and Talking Book Library in Daytona Beach. The addendum provides answers to vendor questions and amends the Critical Event Dates timeline. A mandatory site inspection was held on January 29, 2026 at 10:00 AM ET, with a second site visit scheduled for February 12, 2026 at 10:00 AM ET. The deadline for submitting technical questions was February 3, 2026 at 4:00 PM ET, with an additional technical question deadline of February 17, 2026 at 4:00 PM ET. Proposals are due February 24, 2026 at 10:00 AM ET (with an alternate opening date of March 4, 2026 at 10:00 AM ET). Technical proposal openings will be conducted via conference call at 10:30 AM ET on the same date, with evaluation of technical proposals occurring from March 2-6, 2026 or March 6-10, 2026, depending on the submission date selected.

Key clarifications provided in the addendum address project scope and execution: preparation activities, temporary walls, safety measures, shelving removal, and concrete reinstallation may be completed during normal working hours (7:00 AM - 5:00 PM), with only concrete demolition and removal performed after hours and weekends due to noise concerns. The State confirmed that flooring replacement is not included in the scope, with contractors responsible only for providing finished concrete ready to accept future flooring. Patching of concrete is acceptable if the final finished floor can be achieved without full removal and replacement. The State will conduct concrete thickness drilling, though bidders may take measurements during site visits. As-built drawings indicating underground plumbing, electrical, and other utilities are available from the State in electronic or hard copy format. Dumpster placement on grass areas is permitted for material removal efficiency. All proposers must acknowledge receipt of this addendum by signing and submitting the required acknowledgment page with their proposal.

Please be advised all questions are keyed as submitted.

Question:

1. It was mentioned that demolition activities are to occur after hours. The project will be divided into multiple tasks including preparation, temporary walls, safety measures, shelving removal, demolition, and new concrete installation. Can the preparation, temporary walls, safety measures, shelving removal, and concrete reinstallation be completed during normal working hours (7:00 AM – 5:00 PM), as

RFP 2026-18 ADDENDUM NO. #1 Page 2 of 3 these activities will involve typical construction noise, with only the concrete demolition and removal performed after hours and on weekends due to the excessive noise associated with those activities?

Answer: Yes, this sounds reasonable. Our goal is to have staff continue to answer phones and work in another area while this work is being done. If there is something that will cause excessive noise, we would need that to be done after hours.

Questions:

2. Will driving on grass be permitted in order to place dumpsters near door locations for material removal?

Answer: Yes.

Question:

3. In order to remove the tracks, the entire concrete area would need to be removed and replaced. Can you confirm that the State is requiring full concrete removal and replacement, and not just patching at the track locations?

Answer: If the final result of the floor area can be achieved by only removing the tracks, then patching is fine. We are looking for a finished concrete floor that once a finished floor (i.e. tile or carpet) is applied, it will match the existing floor.

Question:

4. Please confirm that flooring replacement is not included in this scope, and that the contractor is only responsible for providing finished concrete ready to accept future flooring

Answer: Yes, this is correct.

Question:

5. Can the State schedule a second site visit for bidders who attended the mandatory meeting, specifically to allow drilling a small test hole to verify concrete thickness?

Answer: Drilling will be conducted by DBS DOE. Participants welcome to take measurements to verify thickness.

Question:

6. Does the State have any as-built drawings for the building that indicate underground plumbing, electrical, or other utilities?

Answer: Yes, they can be provided in electronic copy or hard copy.
