About this opportunity
The City of Plant City in Hillsborough County, Florida, is issuing a Request for Proposals (RFP) for a Library of Debris Removal Services contract, seeking up to two qualified contractors to provide comprehensive emergency debris removal and cleanup services. The procurement targets contractors with extensive experience in rapidly mobilizing and responding to both large-scale hurricane debris and localized severe weather event volumes. Required services include emergency road clearance, right-of-way and public property debris removal, hazardous stump and tree removal, and debris disposal. Proposals will be evaluated across four key criteria: experience and qualifications (30%), cost (20%), equipment and personnel (25%), and asset mobilization efficiency (25%). The contract will have an initial two-year term from July 1, 2025, through June 30, 2027, with potential for three additional one-year renewals at the City Manager's discretion. Proposals are due electronically by 2:00 pm on June 5, 2025, through the city's e-Procurement portal, with services to be authorized only upon issuance of a Notice to Proceed in response to a natural or man-made emergency.
The RFP does not specify specific set-aside designations or restrictions on responding organizations. Existing contractors currently serving the city are not required to reapply, and their current contracts may be made coterminous with the new contract terms. The city retains sole discretion to perform work with force account or additional contract forces as deemed necessary. Contractors must maintain specific insurance coverages, including $500,000 per occurrence and $1 million aggregate commercial general liability, workers' compensation, and commercial automobile liability. While no minimum work guarantee is provided, the city will process monthly payments within 30 days of invoice receipt, contingent on City Manager certification of satisfactory work completion. The contract will adhere to FEMA pricing guidelines, with no markup on disposal fees, and will require compliance with Florida statutes regarding public entity crimes, scrutinized companies, E-Verify, and non-discrimination. Though a specific budget range is not detailed, the contract's scope suggests potential significant value given the comprehensive emergency response capabilities required.
