About this file
This is a Request for Proposals (RFP) from the City of Plant City, Florida, seeking up to two qualified contractors to provide comprehensive debris removal and emergency cleanup services. The RFP aims to establish a contract for debris removal services in response to natural or man-made disasters, with services including emergency road clearance, right-of-way debris removal, hazardous stump and tree removal, and debris disposal. The contract will have an initial two-year term with the potential for three additional one-year renewals. Proposals are due by 2:00 pm on June 5, 2025, and must be submitted electronically through the city's e-Procurement portal. Contractors must demonstrate the ability to rapidly mobilize and respond to both large-scale hurricane debris and smaller localized events typical of tornados or severe weather.
The RFP includes detailed unit pricing schedules for various debris removal activities, with pricing to be in compliance with the most recent FEMA pricing guidelines. Contractors will be evaluated on four key criteria: experience and qualifications (30%), cost (20%), equipment and personnel (25%), and ability to mobilize assets efficiently (25%). The city will not markup disposal fees, which will be passed through directly. Existing contractors currently serving the city are not required to reapply, and any current contracts may be made coterminous with the new contract terms. The city is located in Hillsborough County, covering approximately 23 square miles, and is historically vulnerable to natural hazards including tornados, tropical storms, and hurricanes.
