About this opportunity

Lehi City, Utah is soliciting proposals for parking services and payment collection at Dry Creek Reservoir, with proposals due September 15, 2026 at 5:00 p.m. MST via the Bonfire platform.

The scope encompasses on-site parking rule enforcement through citations, citation issuance and collection, parking payment operations, signage installation and maintenance, accounting, and monthly revenue remittance to the city. Services must be delivered during city-designated operating periods, including weekends and holidays as directed. The reservoir is located at 3223 N Center Pointe Dr, Lehi, UT 84043.

Respondents must propose a revenue-sharing or payment structure and submit itemized cost proposals with firm pricing for the contract duration; no price adjustments or additions are permitted except through approved change orders. The contract will be governed by a professional services agreement template incorporating performance and payment bonds each equal to the full contract price, a warranty bond or letter of credit equal to 10 percent of the contract price, and comprehensive insurance requirements (commercial general liability $1,000,000 per occurrence / $3,900,000 aggregate; automobile liability $1,000,000 per accident; workers' compensation with $1,000,000 employer's liability).

Evaluation is weighted as follows: project team organization, qualifications, and relevant experience (35%); scope of work approach (25%); cost proposal and revenue structure (10%); and availability, operating schedule, implementation timeline, and schedule-control methods (30%). Respondents must provide financial reports for the past three fiscal years, references from at least three government agencies with similar service experience, and proposed implementation timelines.

Questions must be submitted through Bonfire and received two business days prior to the submission deadline. Contact Shawn Winters, Assistant Facilities Superintendent, at 385-201-2717 or swinters@lehi-ut.gov. Lehi City reserves the right to reject any or all proposals and to negotiate contract elements.
