About this opportunity
The Commonwealth of Pennsylvania's Department of Military and Veterans Affairs (DMVA) is seeking a contractor to provide quarterly Legionella water sampling and testing for two veteran facilities: the Delaware Valley Veterans' Home (DVVH) and the Gino J Merli Veterans' Center (GMVC). The solicitation, numbered 6100051385, requires a comprehensive water testing approach with specific chlorine testing requirements, including free chlorine measurement at DVVH and total chlorine testing at GMVC using a chlorine test kit capable of detecting 0-10 ppm levels per CDC guidelines. A mandatory pre-bid site visit will be conducted via conference call, with separate dates for each facility: DVVH on Friday, September 11, 2020 at 1:00 PM and GMVC on Tuesday, September 15, 2020 at 1:00 AM. Potential bidders must email krbach@pa.gov by Thursday, September 10 at 12:00 PM to receive conference call information, and failure to attend the pre-bid site call will result in a non-responsive bid. The bid opening is scheduled for September 18, 2020, and all contractors must adhere to Commonwealth of Pennsylvania's social distancing and personal protective equipment (PPE) guidelines during the site visit and throughout the contract period.
While specific set-aside designations are not explicitly detailed in the documentation, the procurement covers Lebanon County and specifically Avondale Borough, with potential implications for local or regional vendors. The solicitation allows for flexibility in contract quantities, with the department reserving the right to increase or decrease line items based on actual needs. The previous award for these services was executed under a statewide contract, suggesting potential opportunities for ongoing or expanded work. Interested parties can submit a Right to Know request to obtain details about the previous successful bid. The contract involves comprehensive Legionella water sampling, which may include responsibilities for remediation if Legionella is detected, and provisions for additional sampling as needed. While specific budget ranges are not provided, the procurement indicates a structured approach to water quality testing for veteran facilities that requires technical expertise in water sampling and analysis.
