About this opportunity
Jordan School District is requesting proposals for professional legal services on an as-needed basis across five service categories, with proposals due July 10, 2026 at 3:00 p.m. MDT and board approval of awards anticipated for August 25, 2026. Offerors may propose services in one or more categories (Student Services and Related Legal Services; Special Education and Section 504 Legal Services; Employment and Personnel Legal Services; Real Estate and Property Legal Services; District Operations and Business Legal Services) without proposing across all categories, and contracts may be awarded independently by category.
Mandatory minimum qualifications include Utah State Bar licensure, admission to the United States District Court for the District of Utah, a clean disciplinary history, professional liability insurance with minimum limits of $500,000 per claim, and availability for in-person services at JSD locations. The district requires compliance with Utah Code 63G-27 (S.B. 97), which prohibits economic boycotts including boycotts of the State of Israel; vendors must provide signed certification at proposal submission.
The contract is a single five-year term with no guaranteed minimum work or compensation. Pricing must be submitted as hourly rates by personnel category (Principal Attorney, Secondary Attorneys, Paralegal, and Administrative Support) for each legal services category; retainers are prohibited. Evaluated composite hourly rates will be calculated using Principal Attorney, average Secondary Attorney, and Paralegal rates; Administrative Support, travel costs, and value-added services will not be scored but may be considered during best-value determination. Prices must remain stable for one year from the contract effective date; subsequent annual adjustments require supporting documentation.
Proposals will be evaluated in stages: responsiveness determination, technical evaluation scored by category (up to 200 points per category), optional interviews (maximum 100 points), and cost evaluation. Questions are due June 26, 2026 at 3:00 p.m. MDT. Electronic submission is via U3P Bonfire; hard copies must be delivered to the JSD Purchasing Department. All contractors must complete a URS Post-Retired Verification Form and submit a W-9. Jordan School District serves approximately 55,819 students across six communities in Utah.
