About this opportunity
The City of Palo Alto is seeking legal advertising services through a Request for Proposal (RFP #192359) for on-call, as-needed adjudicated newspaper and display advertisement services within Santa Clara County, California. The primary objective is to secure qualified firms capable of publishing Legally Required Notices, which include uncashed checks, budget notices, election-related publications, city council hearing notices, and environmental quality act notices. Proposers must demonstrate extensive experience in legal advertising, provide detailed circulation information for both print and digital media, and submit proof of adjudication from the Santa Clara County Superior Court. The contract will span five years, with the city reserving the right to award to multiple proposers on a not-to-exceed budget per task basis. Key submission deadlines include questions due by January 9, 2025, and final proposals due by January 21, 2025, at 3:00 pm. Evaluation criteria will likely include circulation reach, publication experience, financial stability, and comprehensive coverage of governmental and regulatory notice requirements. Proposers must submit evidence of financial stability, such as audited financial statements or a letter of good standing from a financial institution.
While the RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, it does outline comprehensive insurance requirements that all potential contractors must meet. The insurance specifications include mandatory coverage for Worker's Compensation, Employer's Liability, General Liability, Automobile Liability, and Professional Liability, with minimum coverage limits ranging from statutory to $1,000,000 per occurrence. Vendors must obtain insurance from companies with an AM Best's Key Rating of A-:VII or higher and licensed to operate in California, with the City of Palo Alto named as an additional insured. The contract structure allows for estimated annual volumes of approximately 65 ads for City Council meetings, 10 ads for Boards, Commissions, and Committees recruitment, and 4 election-related ads per year. While specific budget ranges are not explicitly stated, the cost proposal form indicates a comprehensive pricing model that will allow for competitive bidding across different advertisement types and volumes. The city's approach suggests flexibility in vendor selection and a desire to establish a robust, multi-year legal advertising service arrangement.
