About this opportunity

The City of Seattle is requesting proposals for Priority Hire Construction Training, Clean Energy Jobs, and Retention Services under RFP #FAS 2026-024, with proposals due November 16, 2026 at 11:55 p.m. and questions due the same date through the e-procurement portal.

The City will award multiple proposals based on evaluation scoring, with no stated minimum or maximum number of awards. The solicitation prioritizes outreach, recruitment, and training for community members from economically distressed ZIP codes, women, and BIPOC individuals. Proposed services include outreach and recruitment for apprenticeship and clean energy careers; pre-apprenticeship and apprenticeship training in construction trades and job readiness aligned with Washington State Apprenticeship Training Council (WSATC) registered programs; and retention services including mentorship, mental health resources, and certification support. Scope may include heat pump installation, building envelope and weatherization work, energy auditing, electrical system upgrades, solar installation, HVAC work, and construction trades supporting Green New Deal goals and Building Emissions Performance Standards (BEPS). Women and minority-owned businesses are encouraged to self-identify and participate, and proposers must demonstrate good faith efforts to promote minority business utilization in subcontracting.

The total RFP funding is $3.1 million, divided between Finance and Administrative Services ($1.5 million) for construction apprenticeships and the Office of Sustainability and Environment ($1.6 million) for clean energy jobs, construction apprenticeships, and building electrification and transportation work. The contract term runs January 2027 through December 31, 2029, with a potential extension through December 31, 2031, based on performance and funding availability. No minimum qualifications are required to submit a proposal; however, awardees must obtain a Washington State Business License (UBI#) and a Seattle Business License if they have physical nexus in the city. Virtual information sessions are offered on October 14 and October 22, 2026. Virtual interviews are anticipated for December 1, 2026, with announcement of successful proposers on December 7, 2026, and contract execution targeted for January 31, 2027.
