About this opportunity

The City of Pittsburgh Office of Management & Budget is requesting proposals for leasing services to design, furnish, deliver, install, operate, and maintain a mobile CNG fueling station, with proposals due September 18, 2026, and a non-mandatory pre-proposal meeting and site visit on September 4, 2026.

The scope requires a high-reliability mobile compressed natural gas fueling system capable of continuous year-round operation in Western Pennsylvania's extreme weather conditions, fueling 1–2 vehicles simultaneously to support the City's fleet of approximately 30–35 CNG refuse trucks with anticipated daily fuel demand of 500–800 gasoline gallon equivalents. The contractor must provide all equipment, infrastructure, weather protection, electrical service (including generators if necessary), and safety measures required for CNG fueling operations, along with ongoing fuel supply delivery. Pricing must be submitted as price per gallon equivalent based on NYMEX rack price plus markup, with fuel supply exempt from federal and state taxes. Monthly invoices must include detailed breakdowns by date, DGE dispensed, price per DGE, and per-vehicle usage data, with backup documentation for daily NYMEX rates charged.

The initial contract term is three years, with an option to extend for up to two additional years upon mutual agreement. Site performance is at Bureau of Environmental Services, 3001 Railroad Street, Pittsburgh, PA 15201.

Evaluation criteria carry weighted emphasis: firm qualifications and experience (15 points), project team qualifications (15 points), project approach and plan (30 points), cost proposal (30 points), and minority/women/veteran/LGBTQIA+ small business good faith effort (10 points). The City requires good faith efforts to solicit participation from minority-owned business enterprises (18 percent goal), women-owned business enterprises (7 percent goal), veteran-owned small businesses (5 percent goal), and LGBTQIA+ businesses (3 percent goal). Compliance with prevailing wage ordinances and equal employment opportunity provisions is mandatory.

Questions are due September 11, 2026, at 5:00 p.m. Contract award is anticipated for October 2026.
