About this opportunity

Montgomery County Public Schools (MCPS) in Maryland is requesting proposals to lease unoccupied space at two facilities — Grosvenor Center (5701 Grosvenor Lane, Bethesda) and Radnor Center (7000 Radnor Road, Bethesda) — on a short-term basis through June 30, 2028, with proposals due August 28, 2026. MBE goals apply; offerors must comply with Minority Business Enterprise participation requirements and provide certification documentation.

The scope allows leasing of whole or partial facility space to single or multiple tenants. Permitted use is restricted to standard school hours (Monday through Friday, 8:30 a.m. to 5:00 p.m.) with occasional after-hours and weekend use available through the Interagency Coordinating Board. The lease template specifies tenant responsibility for operating expenses including janitorial services, refuse removal, snow and ice removal, landscaping within 50 feet of the building, telephone and internet services, drinking water, and all repairs to non-structural elements up to $10,000 per occurrence. MCPS retains responsibility for building systems: elevators, central HVAC, roof, hot water systems, security and fire alarm systems, and emergency power. Tenants must maintain renter's insurance with minimum $1,000,000 liability coverage, workers' compensation insurance, commercial automobile insurance, and flood and water damage insurance. Rent is payable monthly with annual adjustments of no less than 3% above the previous year's rent. Late fees of 5% apply to payments more than five days overdue.

Offerors must demonstrate financial capability to conduct sustained operations and meet rent obligations. The Statement of Financial Responsibility requires detailed corporate structure, financing plans, banking relationships, two years of financial statements, disclosure of any bankruptcy history within the past ten years involving the offeror or affiliates, and declaration of conflicts of interest involving Montgomery County Board of Education members or MCPS employees. Non-debarment certification, Equal Opportunity Certification, and Certification of Non-segregated Facilities are mandatory. Lease includes a renewable option subject to Board approval if the tenant remains in good standing and premises are not needed for MCPS capital projects or public use. MCPS retains right to terminate with 120 days' notice for capital improvements, public use needs, environmental conservation, or property surplus designation.
