About this file
This is a Minority Business Enterprise (MBE) attachment document related to Montgomery County Public Schools (MCPS) in Maryland. The document establishes requirements and procedures for minority business participation in the lease of MCPS holding facilities at Grosvenor Center and Radnor Center. The attachment outlines MBE goals, certification requirements, and compliance obligations that offerors must meet when submitting proposals for leasing either facility or portions thereof. The document specifies that selected offerors must demonstrate their ability to conduct operations within the leased space and meet rent payment obligations throughout the lease term, which extends through June 30, 2028.
The MBE attachment defines participation goals and certification standards that apply to this leasing opportunity. Offerors are required to document their MBE status through appropriate state or federal certification bodies and comply with reporting and monitoring requirements established by MCPS. The attachment details remedies for non-compliance and procedures for requesting waivers or modifications to MBE participation requirements when necessary. All MBE commitments made in proposals become contractual obligations that must be fulfilled during the lease term, with MCPS retaining oversight authority to ensure compliance with stated MBE goals and certified participation levels.
