About this opportunity

Seminole County, Florida is seeking a comprehensive Learning Management System (LMS) replacement through a Request for Proposal (RFP) released on October 27, 2023. The procurement aims to provide a web-based training solution supporting upskilling and reskilling for approximately 1,000 County Board of County Commissioners employees across all departments except the Fire Department. The LMS must offer a comprehensive, vendor-maintained course library covering diverse subjects including compliance training, OSHA requirements, and professional development. Key deliverables include a system with single sign-on capabilities, continuing education unit tracking, custom training content creation, automated refresher training, and robust reporting features. The evaluation will be points-based, with 26 points for delivery capability, 27 points for functional requirements, 27 points for technical requirements, and 20 points for cost. Critical submission deadlines include a question submission deadline of November 20, 2023, and a proposal response deadline of December 6, 2023, at 2:00 pm, with electronic submissions required through the county's e-Procurement Portal.

The contract includes provisions for a three-year term with potential two one-year renewals and requires integration with the county's existing JDEdwards ERP system through one-way data communication. While no specific set-aside designations are mentioned, the RFP emphasizes strict technical and security requirements, including E-Verify compliance, endpoint protection, and data encryption standards. The system must be a vendor-hosted/cloud solution that keeps all personal information within the continental United States. Vendors must provide detailed pricing proposals covering annual recurring costs (subscription fees, service level agreements) and one-time costs (implementation and training fees). Though specific budget ranges are not explicitly stated, the comprehensive requirements suggest a significant investment in a robust, enterprise-level learning management system. The county reserves the right to award the contract to the proposal presenting the best overall value, with particular attention to the system's ability to support comprehensive employee training and development across multiple departments.
