About this opportunity
The Town of Greenwich in Washington County, New York is issuing a Request for Proposals to procure post-renovation and post-abatement dust lead action level (DLAL) clearance testing services from an EPA Licensed Lead Risk Assessor. The procuring entity seeks services compliant with HUD Title X (24 CFR, Part 35, Subpart J), EPA TSCA (40 CFR Part 745), and HOME program Lead Safe Housing Rule requirements, including DLAL clearance sampling procedures, chain-of-custody documentation, sample handling, and reporting using EPA-recognized methods and ELAP-accredited laboratories. Qualified vendors must demonstrate expertise in HUD Title X regulations, maintain ELAP-accredited laboratory relationships with documented 24-hour turnaround capability, provide pricing for single-family homes, 2-4 unit properties, and per-sample testing, and submit clearance reports with all supporting documentation within two business days of laboratory receipt. The RFP was issued on May 8, 2026, with questions due by May 22, 2026, and proposals due by May 29, 2026; submissions must be sent as PDFs to grants@flatleyread.com. Award evaluation will be based on price (40%), demonstrated HUD/Title X experience (25%), ELAP laboratory turnaround time (15%), references (10%), and MWBE participation (10%), with the Town of Greenwich retaining final award authority and the potential to establish a qualified vendor list for three years with work orders issued through rotation or lowest responsible bid methodology.
Vendors must not be listed on the HUD debarment/suspension list and must comply with all general conditions including disclosure of any conflicts of interest, retention of records for five years after the Period of Affordability, and cooperation with audits by HTFC, HUD, and the municipality. All vendors are required to carry a minimum of $1 million in general liability insurance naming Housing Trust Fund Corporation and the Town as additional insureds, along with workers' compensation and disability insurance coverage; a certificate of insurance must be provided before work commences. No work may begin or invoicing occur until the Town issues a signed purchase order or contract, and vendors must accept a 60-day payment term with invoices submitted alongside reports. The Program covers only the first DLAL test, with contractors responsible for any retest fees; specific budget ranges or award values are not listed in the procurement documentation. MWBE participation is an evaluation criterion, indicating preference for disadvantaged enterprise involvement in the proposed services. Flatley Read is serving as the consultant soliciting proposals on behalf of the local program administrator.
