About this opportunity
The City of St. Petersburg is procuring a Lead Abatement Supervisor and Lead Abatement Worker Training Provider for its Lead Hazard Reduction Capacity Building grant program, covering Pinellas County, Florida. The primary objective is to train a minimum of 75 individuals in EPA-approved lead abatement certification courses and register at least five new contractors as lead control service providers. The training provider must have an EPA-accredited license to teach Certified Renovator courses and be willing to travel to St. Petersburg for training delivery. Evaluation of proposals will follow a 100-point system, with 30 points each for qualifications/experience and past performance, 34 points for per-student and travel costs, and 6 points for vendor certifications. Proposal submissions were due on April 15, 2025, at 3:00 pm, with questions accepted until April 10, 2025. The contract term is 18 months from the date of execution, with quarterly trainings to be conducted until November 1, 2026. The training provider will collaborate with the Healthy Homes Community Coalition to recruit participants from local vocational programs, educational partners, and construction professionals.
The procurement includes set-aside considerations for Small Business Enterprises (SBE), Minority Business Enterprises (MBE), and Women's Business Enterprises (WBE), with 2 points allocated for each certification type. Respondents must demonstrate comprehensive insurance coverage, including $1 million in commercial general liability, $1 million in commercial automobile liability, workers' compensation, pollution liability, and professional liability insurance. The solicitation emphasizes equitable procurement opportunities and aims to expand lead abatement professional capacity within the community. While a specific award value is not explicitly stated, the contract is funded through a HUD Lead Hazard Reduction Capacity Building Grant, with administrative costs limited to 10% of the total grant award. The City of St. Petersburg will collaborate with various local vocational training and workforce development programs, educational partners, general contractors, and construction professionals to recruit interested individuals and promote these training opportunities through targeted community outreach, including marketing and social media promotions.
Opportunity text
Lead abatement is an activity designed to permanently eliminate lead-based paint hazards. Abatement is sometimes ordered by a state or local government and can involve specialized techniques not typical of most residential contractors. The EPA requires individuals and firms who perform abatement projects in pre-1978 target housing and child-occupied facilities to be certified and follow specific work practices.
The Lead Abatement Supervisor and Worker Training Provider will work together with City of St. Pete (CSP) program staff, and partners of the Healthy Homes Community Coalition (HHCC), to provide equitable opportunities for contractors and community members to be trained and certified in an EPA approved Lead Abatement Supervisor or Lead Abatement Worker course. Our goal is to have a minimum seventy-five (75) individuals participate in the EPA's Lead Abatement Supervisor or Worker Training and have at least five (5) new contractors register with the City of St. Pete as a provider for lead control and abatement services.
The City will collaborate with various local vocational training and workforce development programs, educational partners, general contractors, and construction professionals to recruit individuals interested in lead hazard training and become certified lead abatement professionals through approved courses from the U.S. Environmental Protection Agency (EPA). The Lead Reduction Program will promote these training opportunities through targeted community outreach to include marketing, social media promotions, engagement with general contractors and community partners to target Small Business Enterprises and ensure equity in procurement for all members of our community who want to do business with the City of St. Petersburg.
Trainings will be offered at least quarterly until the end of the project performance period (November 1, 2026).
