About this file

The document is a Submittal Requirements file for the City of St. Petersburg's Lead Abatement Supervisor and Lead Abatement Worker Training Provider contract opportunity. The solicitation seeks a training provider to deliver EPA-approved lead abatement certification courses for supervisors and workers, with a goal of training at least 75 individuals and registering five new contractors with the city. Trainings will be conducted quarterly through November 1, 2026, targeting community members, vocational programs, workforce development partners, and construction professionals interested in lead hazard training.

The submittal requirements outline a comprehensive proposal evaluation process weighted across multiple criteria: 30% for qualifications and experience, 30% for past contract performance, 34% for per-student and travel costs, and 6% for business enterprise certifications (2% each for small business, minority-owned, and women-owned business enterprises). Offerors must provide a detailed submission including a narrative explaining project alignment, key personnel resumes, training curriculum outline, per-student fee breakdown, and documentation of travel expenses that cannot exceed 2025 U.S. General Services Administration rates for Florida. The city is seeking to promote equitable procurement opportunities and expand lead abatement professional capacity through this training initiative.
