About this opportunity

The City of Waco is requesting bids for leachate hauling services from its municipal solid waste landfill at 4730 TK Parkway, Axtell, Texas to the Central Wastewater Treatment Plant at 1147 Treatment Plant Road, Waco, Texas (approximately 20.6 miles), with bids due August 14, 2026 at 2:00 p.m. Central Time under RFB 2026-032. The award may go to multiple bidders and will be made to the lowest responsible bidder(s).

The scope requires the contractor to provide all labor, transportation, equipment, materials, permits, and supplies necessary to load, transport, and unload leachate safely and legally. Services operate Monday through Friday from 8:00 a.m. to 5:00 p.m. Pricing is submitted on a per-full-trailer basis, with evaluation on a per-gallon hauling rate (full-trailer gallon capacity divided by cost per full trailer). The City will pay only for full loads; partial loads may be approved at a pro-rated rate with prior Landfill Manager authorization.

The contract period runs from October 1, 2026 through September 30, 2027, with four optional one-year renewal periods available through September 30, 2031. Contractors must obtain workers' compensation insurance ($1 million minimum) and commercial general liability insurance ($1 million to $2 million), execute performance and payment bonds if applicable under City thresholds, comply with prevailing wage requirements, and meet Texas Government Code verification requirements including boycott and discrimination certifications.

A non-mandatory pre-bid meeting is scheduled for July 31, 2026 at 10:00 a.m. via Zoom. Questions are due August 7, 2026 at 5:00 p.m. Central Time. Bid opening occurs at 2:01 p.m. on August 14 via Zoom, with award decision expected by September 1, 2026. Bidders may submit through the City's Bonfire electronic portal or in paper format.
