About this opportunity

The Washington State Department of Enterprise Services is soliciting cooperative purchasing agreements for law enforcement vehicle upfit equipment serving Washington and Oregon, with bids due July 24, 2026 and a pre-bid conference on June 16 at 11:00 a.m. Pacific Time. The solicitation establishes reserved awards for Washington Small Businesses and Certified Veteran-Owned Businesses allocated by geographic region; all bidders may compete for Main Contracts.

The scope covers two categories: law enforcement vehicle upfit equipment (excluding K-9 enclosures) and K-9 enclosures, both for Ford Utility Interceptor, Chevrolet Tahoe Police Pursuit, and Ford F-150 vehicles (2025/2026 model years only). Category 1 includes push bars, console boxes, computer mounts, prisoner containment systems with partitions and clear plastic windows, door and seat coverings, radio mounts, lock boxes for 33-inch firearms and tactical vests, and Commercial Vehicle Enforcement options. Category 2 specifies K-9 enclosures with full rear or split configurations, window coverings, and ventilation. Bidders must submit complete pricing for all line items within each selected category or face rejection.

Pricing is firm and fixed for the entire 72-month contract term (twelve months specified in bid; adjustment provisions noted). All pricing must include freight, credit card fees, and a 1.25 percent vendor management fee. Bidders must submit percentage discounts off Manufacturer's Suggested Retail Price applied uniformly across all items within each category, with accessible public price lists required for each manufacturer or brand.

Evaluation criteria include a pass/fail responsiveness review, cost scoring (up to 1,000 points based on discount percentages across three vehicle models), and Washington State procurement priorities (up to 100 points): Executive Order 18-03 compliance (50 points) and prompt payment discounts of at least 2% within 20 days (50 points). Historical annual sales were approximately $1.05 million. Apparent Successful Bidders will be announced by August 21, 2026; final awards are anticipated by September 21. The contract runs 36 months (August 31, 2026 through August 30, 2029) with an optional 36-month performance-based extension. Questions are due July 10, 2026; answers expected July 17. Contractors must maintain $2 million per occurrence/$4 million aggregate commercial general liability, $2 million commercial automobile liability, and $1 million employers' liability coverage within five business days of designation as apparent successful bidder.
