About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for law enforcement rain and winter gear through an Invitation to Bid (ITB) for its Division of Law Enforcement. The procurement involves purchasing GORE-TEX and WINDSTOPPER patrol shells, rain pants, and removable hoods in various sizes (XS-4XL) with regular and tall length options. All items require specific embellishments including shoulder oval emblems, law enforcement badge emblems, and screen-printed "FWC" and "LAW ENFORCEMENT" text. A non-mandatory pre-bid conference is scheduled for January 20, 2026, at 10:00 AM ET via teleconference, with written questions due by January 26, 2026, at 5:00 PM ET. Sealed bids must be received by February 6, 2026, at 2:30 PM ET at the Commission's Tallahassee office, with a public bid opening on the same date and an anticipated award date of February 10, 2026. Bidders will be evaluated based on the lowest total price, and must submit pricing for the initial three-year term and each of three potential renewal years. The contract will allow for three optional one-year renewals at the Commission's discretion.
Bidders must be registered with MyFloridaMarketPlace (MFMP) and SunBiz systems prior to bid opening and provide a minimum of three verifiable references for similar projects. The contract includes specific performance requirements, such as ensuring industry-standard quality, bearing all embellishment and screen-printing costs, and guaranteeing replacement of defective goods within 30 days of notification. Contractors will be subject to liquidated damages of $50 per calendar day for delivery deadline failures. The Commission reserves the right to order additional items from the contractor's catalog at a percentage discount off manufacturer's suggested retail price (MSRP). While no specific budget range is provided, the contract allows for flexible ordering with no minimum order requirements and includes shipping costs within the per-item pricing. Delivery of items must be completed within 60 calendar days of purchase order issuance, with shipments designated as freight-on-board destination requiring inside delivery.
