About this file

This is Addendum No. 1 to an Invitation to Bid (ITB) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Law Enforcement Rain & Winter Gear (Solicitation No. FWC 25/26-61). The addendum addresses questions and answers from potential bidders regarding GORE-TEX and WINDSTOPPER patrol shells, rain pants, and removable hoods in sizes XS-4XL with regular and tall length options. All items require embellishments including 4-inch by 3-inch oval shoulder patches, 3.25-inch diameter badge emblems, and screen-printed "FWC" and "LAW ENFORCEMENT" text. The FWC estimates purchasing 80 units of each item annually, though quantities may vary year to year and no minimum order quantities are required for opening orders. Sealed bids must be received by 2:30 PM ET on Friday, February 6, 2026, with a public bid opening scheduled for the same date and an anticipated award date of February 10, 2026. The contract term includes an initial three-year period with three optional one-year renewals at the Commission's discretion.

Bidders must include all shipping costs within the per-item pricing provided on the ITB Price Sheet, with deliveries designated as freight-on-board destination requiring inside delivery to various FWC offices throughout Florida within 60 calendar days of purchase order issuance. The FWC supplies all patches to the vendor, and equivalent items are permitted for bid in accordance with Section 3.8 of the Scope of Work. Bidders will be evaluated based on lowest total price and must be registered with MyFloridaMarketPlace (MFMP) and SunBiz prior to bid opening. Contractors are subject to liquidated damages of $50 per calendar day for delivery deadline failures and must guarantee replacement of defective goods within 30 days of notification. The Commission reserves the right to order additional items from the contractor's catalog at a percentage discount off the manufacturer's suggested retail price.
