About this file

This Addendum No. 1 is a Questions and Answers document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for solicitation FWC 25/26-61, "Law Enforcement Rain & Winter Gear." The procurement seeks bids for GORE-TEX and WINDSTOPPER patrol shells, rain pants, and removable hoods in multiple sizes (XS-4XL) with regular and tall length options, all requiring specific embellishments including shoulder oval emblems (4 inches height by 3 inches width), law enforcement badge emblems (3.25 inches diameter), and screen-printed "FWC" and "LAW ENFORCEMENT" text. The estimated annual purchase quantity is 80 units per item, though this is subject to change and does not represent size-specific estimates. No minimum quantities are required for initial orders. All patches are provided by the Commission to the vendor. The sealed bid deadline is February 6, 2026, at 2:30 PM ET, with all responses received after this time being ineligible for consideration. Items will be shipped to multiple FWC offices throughout Florida.

Bidders must include all shipping costs within the per-item pricing on the ITB Price Sheet rather than listing shipping as a separate line item. Equivalent items are permitted to bid subject to Section 3.8 of the Scope of Work. The ITB encompasses both the jackets and pants as well as embellishment and screen-printing services; FWC does not supply the jackets, and the vendor is responsible for all embellishment and screen-printing costs. Bidders must be registered with MyFloridaMarketPlace (MFMP) and SunBiz prior to bid opening and must provide a minimum of three verifiable references for similar projects. The contract will include a three-year initial term with three optional one-year renewals at the Commission's discretion, and contractors are subject to liquidated damages of $50 per calendar day for delivery deadline failures.
