About this opportunity

The State of Delaware, Executive Department Office of Management and Budget, Government Support Services, is requesting proposals for Law Enforcement and Homeland Security Equipment and Supplies under RFP GSS27707-TACTICAL, with proposals due October 21, 2026 at 3:00 p.m. and written questions due October 7, 2026 at 4:30 p.m.

The contract is available to all State Agencies and eligible entities including School Districts, Political Subdivisions, Municipalities, Volunteer Fire Companies, and higher education institutions receiving state funds. No set-asides, preferences, or local-vendor requirements are stated. The scope encompasses law enforcement and homeland security equipment and supplies to be provided on an as-needed basis; detailed tactical equipment specifications are contained in Appendix B, with vendors able to propose additional products beyond the specified market basket via Appendix B1. All equipment must meet established performance standards, material requirements, and construction specifications for law enforcement operational and safety compliance.

The resulting contract will be valid for an initial two-year term from March 1, 2027 through February 28, 2029, with three optional one-year renewal periods available through negotiation and a possible month-to-month extension up to three months beyond the full contract term. The State reserves the right to award to multiple vendors, make partial awards, award by item type, or make no award. Pricing must remain fixed and binding through the initial two-year term; any subsequent price adjustments are capped at the Philadelphia All Urban Consumers Price Index (CPI-U). FOB Destination freight prepaid terms apply with no exceptions.

Evaluation is on 100 points: references (10), average delivery time (10), vendor qualification and experience (20), product availability as percentage of market basket (20), customer service and contract support capability (10), and price proposal (30). Vendors must submit monthly usage reports in Excel format by the 15th of each month and quarterly subcontracting spend reports for diversity supplier participation. Mandatory insurance includes Workers' Compensation, Commercial General Liability ($1 million/$3 million), Automotive Liability ($1 million combined single limit), and either Medical/Professional Liability, Errors and Omissions, or Product Liability ($1 million/$3 million). Bid and performance bonds are waived. The State anticipates award within 90 days of bid opening. Responses posted by October 14 at 4:30 p.m.
