About this opportunity
Greenville County is requesting proposals for fabrication and installation of bridge railings for the Laurel Creek Pedestrian Bridge on the Swamp Rabbit Trail in Greenville, South Carolina, with proposals due August 5, 2026 at 3:00 p.m. and questions due July 21, 2026 at 2:00 p.m.
The scope comprises 244 linear feet of railings (122 linear feet per side) including vertical posts, top rails, horizontal rail infill, and flared end sections with branded logo panels. Vendors must employ certified welders holding current AWS D1.1 certifications and utilize weathering steel conforming to ASTM specifications. Reference designs are provided in the attachment documents based on completed Swamp Rabbit Trail installations at Little Creek.
Vendors must hold a valid South Carolina contractor's license and demonstrate comprehensive general liability insurance of $1 million per occurrence with $2 million general aggregate, automobile liability coverage of $1 million per occurrence, and statutory workers' compensation coverage. Performance and payment bonding are required. Proposals must be submitted as a lump-sum price valid for 60 days from opening; pricing assumes 30-day payment terms with no early-payment discount consideration.
Evaluation criteria are weighted equally at 20 points each: responsiveness, experience and past performance, references (minimum three similar projects), pricing, and schedule. The tentative award date is August 21, 2026, with contract negotiations August 24 through September 7, 2026, and notice to proceed on September 8, 2026. The contract is subject to extension for up to four additional one-year renewal terms at the County's option with 30 days' notice. Vendors must comply with South Carolina's Illegal Immigration Reform Act, acknowledge conflict-of-interest requirements, and complete a Substitute Form W-9 for tax identification and payment processing.
