About this opportunity
The City of Green Bay, located in Brown County, Wisconsin, is conducting a Request for Proposal (RFP #2024-11) for a Large Scale Public Art Project designed to diversify the city's public art collection. The procurement seeks professional artists to create and/or purchase permanent artwork that celebrates community importance and inspires public engagement across four potential locations: City Hall Council Chambers (interior), Greenspace at 109 Dousman Street (exterior), Walnut Tunnel along the Fox River Trail (exterior sheltered), and a wall along the Fox River Trail below Dousman Bridge (exterior). The project requires artists to submit comprehensive proposals in a two-phase selection process, with initial submissions due on June 6, 2024, at 2:00 PM Central Time. Phase I evaluation will score submissions based on Statement of Interest (30 points), Resume & Support Materials (20 points), Representative Work & Documentation (40 points), and Image Index (10 points). Semi-finalists will be notified by June 13, 2024, with final submissions required by July 4, 2024, and completed artwork expected by Spring 2025. All artwork must be durable, permanent, low-maintenance, safe, ADA-compliant, and suitable for both interior and exterior public display, with exterior pieces requiring resistance to Green Bay's variable weather conditions.
The procurement is open to professional artists aged 18 and over residing in the continental United States, with city employees and Commission members explicitly excluded from participation. The total project budget is $50,000, funded through the American Rescue Plan Act (ARPA), which covers all project costs including materials, labor, fabrication, insurance, delivery, and installation. The City reserves the right to split this budget between multiple applicants based on project feasibility and quality. Semi-finalists will receive an honorarium that can be applied toward the final commission amount. Phase II evaluation will focus on project proposal quality, public safety, feasibility, maintenance considerations, and detailed budget. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The artwork's selection will prioritize pieces that inspire community learning and network building, with a focus on creating meaningful public art that resonates with Green Bay's residents and enhances public spaces.
Opportunity text
The objective of the Large-Scale Public Art Project RFP is to select an artist(s) to assist with diversifying the City's public art collection by either commissioning a new work(s) and/or purchasing an existing artwork(s) from artist(s) in all stages of their career. The City is seeking artwork that celebrates the importance of community and inspires the public to learn more about their neighbors and build community networks. All media in all genres, suitable for both interior and exterior public display, will be considered. At time of commission, artwork(s) created and/or purchased must be durable, permanent, low-maintenance, safe and appropriate for the general public, and in compliance with ADA guidelines upon installation. If applicable, exterior artwork must be resistant to Green Bay's fluctuating weather conditions.
