About this opportunity

Fulton County Schools (FCS) in Georgia issued Invitation for Bid (IFB) No. 141-26 on March 19, 2026, for the procurement of large food equipment to support the School Nutrition Program. Sealed bids will be received digitally through the Euna Procurement (Bonfire) platform until 2:30 p.m. EST on Tuesday, April 28, 2026, with questions due by 4:00 p.m. EST on Tuesday, April 14, 2026, and sample submissions for alternate brands or models also due by 4:00 p.m. on April 14, 2026. The procurement encompasses five equipment categories: Category A (refrigerated and heated holding/pass-through cabinets); Category B (modular serving line equipment requiring the same brand across all line items); Category C (milk coolers with optional power pole configurations); Category D (tabletop gas-fired tilting kettles and stands); and Category E (miscellaneous equipment including tilting skillets, ice machines, slicers, food processors, microwave ovens, combi-ovens, convection ovens, steamers, reach-in refrigerators and freezers, conveyor ovens, ice cream freezers, display cases, coffee machines, fryers, and disposal units). The contractor must provide factory-authorized mechanical and utility connections, handle disconnection and relocation of existing equipment, obtain required permits and inspections, ensure compliance with all state and local codes, and coordinate delivery and installation schedules with the Executive Director of School Nutrition. Installation must be performed by properly licensed personnel with appropriate electrical and plumbing certifications, and all equipment must comply with NSF, UL, ANSI, AGA, and ASME standards. Award will be made to the lowest price, responsive, and responsible bidder; FCS reserves the right to award to multiple contractors if deemed cost-effective. Required qualifications include a valid business license to conduct business in Fulton County, Georgia; proof of proper registration in the State of Georgia; a minimum of three references from school boards or comparable clients demonstrating at least two years of service history; and no prior defaults, bid denials, or significant litigation within the past ten years.

Bidders must comply with multiple federal, state, and local compliance requirements, including certification of non-debarment and suspension status, Byrd Anti-Lobbying Amendment certifications, Georgia Security and Immigration Compliance Act provisions (requiring notarized E-Verify registration or equivalent work authorization documentation for all employees and subcontractors), and comprehensive civil rights assurances addressing Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act. All subcontractors must be identified in the bid with complete contact information and utilization percentages, and any alternates require prior approval before consideration. Bidders must provide insurance coverage including workers' compensation, commercial general liability with a $1,000,000 minimum limit, automobile liability, and umbrella liability with a $3,000,000 minimum limit, and all assigned employees are subject to criminal background checks. The IFB documents do not specify an explicit budget range or award value; however, the Byrd Anti-Lobbying Amendment certification indicates that federal funding may exceed $100,000. FCS is exempt from state sales tax and federal excise tax, and all pricing must be submitted as firm net prices on an F.O.B. destination basis, inclusive of delivery, installation, unloading, drayage, insurance, and other associated costs, with prices remaining firm for each contract year. The contract is structured as a requirements contract with no guaranteed minimum purchase quantities, and the contract performance period will be specified in the award letter, with award notifications to be posted following the bid opening at both the Bonfire platform and the FCS Contracting website.
