About this opportunity

The City of Phoenix is requesting qualifications for a Large Diameter Main and Valve Program Job Order Contract with statements due by 12:00 pm on September 25, 2026, through the City's Procurement Portal — the deadline has already passed as of today (September 28, 2026). The City intends to select up to four qualified contractors for on-call potable water infrastructure services. A 4.00% annual Small Business Enterprise participation goal applies; SBE utilization is calculated on dollar value of work performed by certified SBE firms with their own forces, with suppliers and brokers limited to 25% of the total SBE goal.

The scope includes excavation, exposure, assessment, inspection, repair, replacement, and restoration of water mains (16 to 108 inches in diameter), large water valves, and associated components. Services encompass main shutdowns, leak detection, confined-space operations, valve repairs and replacements, pavement restoration, and mandatory 24/7/365 emergency response with 90-minute onsite mobilization. Contractors must hold appropriate Arizona contractor licenses, maintain performance and payment bonds equal to each Job Order proposal amount, and provide bonding capacity statements from A-rated or better surety companies for the prior four quarters.

The contract duration is 60 months or $40 million per contract, whichever occurs first, with individual Job Order Agreements capped at $4 million in construction costs. Evaluation is scored on general firm information (100 points), firm experience and qualifications (300 points), key personnel experience (200 points), approach to performing services (250 points), staffing information (150 points), and reference checks (21 points), totaling 1,021 points. SOQ submissions are limited to 14 pages in PDF format with 10-point minimum font size. Contractors must be registered in the City's Vendor Management System prior to submittal and utilize UNIFIER, the City's web-based project management database, with required broadband internet connectivity. A pre-submittal meeting was held September 8, 2026. The City expects to notify selected firms by mid-October 2026, with scope meetings in early November 2026.
