About this opportunity

The City of Phoenix is requesting qualifications for large diameter ductile iron pipe sewer rehabilitation engineering services with qualifications due July 6, 2026 at 12:00 p.m. through the City's Procurement Portal, and a pre-submittal meeting scheduled for June 23, 2026 at 1:00 p.m. This is a qualifications-based selection with no formal interviews; the City anticipates identifying one to three finalist teams for contract negotiation in late July 2026.

The scope encompasses construction administration and inspection services and design support for approximately 287 NASSCO Grade 3 sanitary sewer pipe segments totaling 14 miles, with pipe diameters ranging from 15 to 60 inches, plus associated pre-cast concrete, brick, and cast-in-place junction structure manholes throughout the City's right-of-way or easements. Key personnel must hold OSHA trenching, excavation, and confined space training certifications; the consultant must also have a NACE Level III inspector available for manhole coating inspections. Use of UNIFIER, a web-based project management database, may be required, with the City providing training post-award. The 2020 Condition Assessment report is available for review by appointment on Mondays, Wednesdays, and Thursdays from 8:00 a.m. to 3:00 p.m.

Statements of Qualifications are limited to 10 pages submitted in PDF format. The evaluation totals 1,021 points across seven criteria: construction administration and inspection experience of the prime firm (175 points), design experience of the prime firm (125 points), construction administration and inspection experience of key personnel and subconsultants (150 points), design experience of key personnel and subconsultants (125 points), project understanding and approach (275 points), staffing information for key personnel (150 points), and reference checks (21 points from up to three references). Projects completed within the last five years are preferred; experience with the City of Phoenix is not required. Questions are due by 4:00 p.m. on June 26, 2026. A scope meeting is scheduled for August 2026. Contract fees will be negotiated upon award.
