About this opportunity

San Felipe Del Rio Consolidated Independent School District (SFDR CISD) in Del Rio, Texas, located in Upton County, is soliciting proposals for Landscaping, Sprinkler and Drip Systems and Related Supplies to support district-wide needs on an as-needed basis. The procurement encompasses PVC piping in multiple sizes (1/2-inch through 2-inch), drip irrigation systems, installation and repair labor at varying rates for normal business hours and after-hours/weekend/holiday work, and landscaping plants and ground cover at specified sizes. All deliveries must be made to the District Warehouse at 124 Wildcat Drive, Del Rio, Texas 78840, on an F.O.B. destination basis. The District will award the contract based on quality, availability, and suitability to purpose rather than low price alone, and the awardee must provide uniform discounts from standard contractor pricing for all applicable products and services beyond the specifically listed items. Proposals must be submitted electronically through the Bonfire portal no later than 4:00 p.m. on Thursday, March 19, 2026, with the contract award effective from the date of award through June 30, 2027. The contract includes automatic renewal options for the 2027-2028 and 2028-2029 school years unless the vendor receives written notification otherwise. All bidders must submit a 5% bid bond at the time of submission, and payment and performance bonds are required before work commences if contract value exceeds $100,000.

Vendors must comply with multiple federal and state compliance requirements, including submission of a Form W-9, Declaration of Compliance, Conflict of Interest Questionnaire, Certification Regarding Lobbying, and Certification of Debarment, Suspension, Ineligibility and Voluntary Exclusion. Contractors with 10 or more full-time employees submitting proposals valued at $100,000 or more must certify non-discrimination against firearm entities and firearm trade associations under Texas Government Code provisions. All vendors must provide proof of insurance, including general liability coverage of $1,000,000 per occurrence, auto liability of $500,000, and statutory workers' compensation limits in accordance with Texas Labor Code Section 406.096. The RFP documents do not specify an estimated contract value or budget range, quantities for individual items, incumbent vendors, or current contractors. Payment terms are net thirty days after acceptance of delivery or receipt of correct invoice, whichever occurs later, with pricing to exclude federal and state taxes.
