About this opportunity
The Lee County Port Authority is requesting bids for comprehensive landscaping services at Page Field Airport in Fort Myers, Florida, under RFB 26-0080LB, with bids due July 31, 2026, and a non-mandatory pre-bid meeting on July 10. The Authority intends to award contracts to two responsive and responsible bidders, designating one as Primary and one as Secondary for all service areas. A local-vendor preference under Lee County Ordinance 00-10 applies to bidders with a principal place of business within Lee County or those meeting prior-service and equipment-location criteria; qualification requires notarized Form 7.
The scope encompasses maintenance of approximately 28.5 acres across six designated service areas, including 873 trees and palms, approximately 7,400 shrubs, routine mowing, edging, string trimming, weed prevention, pest and disease management, pruning, annual mulch replenishment of approximately 28,750 cubic feet, and irrigation system maintenance and repair on 2-wire systems with varying controllers and zones. Bidders must submit fixed annual rates per service area as a base bid, with alternate pricing for maintenance area additions (per square foot), irrigation repairs (hourly labor and material markup), soil amendments and new plantings, and emergency services (daily rates for supervisor and laborer teams, equipment rental markups, debris removal per cubic yard, additional hourly labor rates). All pricing is firm and inclusive of equipment, materials, chemicals, and mulch.
Minimum qualifications include active Florida business registration for at least three years, prior successful experience on similar projects within the past three years, and three years of experience installing, troubleshooting, and repairing 2-wire irrigation systems, with verifiable references. The initial contract term is two years, with Authority options to renew for up to two additional two-year terms at the same pricing and terms. Required insurance includes $2,000,000 combined single limit automobile liability, $1,000,000 commercial general liability per occurrence, $2,000,000 general aggregate, and $1,000,000 employer's liability per accident, with workers' compensation at Florida statutory limits and the Authority named as additional insured. Liquidated damages of $500 per day apply for corrective work not completed within seven calendar days of written notice. Questions are due July 17 at 5:00 p.m. Bidders must hold all pricing firm for 180 calendar days and submit a bid bond, public entity crimes certification, foreign entity and human trafficking affidavit, trade restriction certification, tax delinquency and felony conviction certification, lobbying affidavit, scrutinized companies certification, and reference form.
