About this opportunity
The University of Connecticut is soliciting bids under Invitation to Bid KS092426 for lawn maintenance at its Hartford Campus, with a pre-bid conference on November 10, 2026 at 10:00 a.m. and bids due December 9, 2026 at 2:00 p.m. through the HuskyBuy Portal. The solicitation identifies no explicit set-aside. The University encourages participation by small businesses, minority-owned businesses, women-owned businesses, businesses owned by persons with disabilities, and Connecticut-based businesses.
Scope covers two locations, 10 and 38 Prospect Street in Hartford, Connecticut. Required services include weekly mowing (28 times per season), one spring cleanup, three fall cleanups per season, edging 13 times per season, cedar bark mulch twice per season, tree and shrub trimming twice per season, and aeration and overseeding on or before September 15. Additional services include plantings and emergency tree or shrub removal. Equipment is restricted at 38 Prospect Street to turf equipment on lawn areas, and at the 10 Prospect Street courtyard to a push mower because of weight limits. Bidders must comply with the University's Integrated Pest Management Plan and Connecticut Department of Energy and Environmental Protection pesticide statutes. Required submittals include evidence of Connecticut Certificate of Authorization or equivalent, a Quality Assurance/Quality Control Plan, a Health and Safety/OSHA Plan, SEEC Form 10, and a Bidder Contract Compliance Monitoring Report. Bidders must provide three to five comparable projects completed within the past ten years with estimated values of $30,000 or more. Connecticut Department of Labor Service Standard Wages apply, along with prevailing wage requirements under Connecticut General Statutes 31-53 where applicable.
The base price is a lump sum covering all labor, materials, equipment, subcontractor costs, overhead, and profit, submitted as a Year 1 price and a separate Year 2 annual cost. Additional services are priced at all-inclusive hourly rates for On Site Supervisor and Laborer classifications at straight time, time and a half, and double time, and are otherwise compensated on a time-and-material basis with a not-to-exceed estimate. Materials carry a maximum 15% markup on actual vendor invoices, subcontractor services carry a 5% markup, and equipment rental is reimbursed at actual cost with no markup. Bid prices remain firm for 90 days. The contract term runs two years, March 1, 2027 through February 28, 2029, with three optional one-year extensions. Payment terms are Net 45 days.
The University will award to the lowest responsible bidder demonstrating managerial ability, technical ability, and integrity. Questions are due November 18, 2026 at 2:00 p.m. Bid opening is virtual on December 9, 2026 at 2:15 p.m.
